Normally, it should be done every race day. However, triumphs or enough advantages could be offered up to have a permanent sponsor.

And the streetwise check should be made in that day's race thead.

1) Single maneuver to draw and apply?
or
2) Maneuver to draw, maneuver to apply?

Or potentially something else?

Standard rules say it is a maneuver to draw a item and a maneuver to use a item, though there are house rules about it being one sweeping action.

2) Any bad crime happening? Bad criminals? Bad criminals who are good at crime?

When I am home, I will be able to give you the answer you're needing. Mainly difficulties for investigating, but yes. You can spend a scene doing investigations for things like that.

1d100 Pocket Money roll is a Sessional thing. By virtue of start of the game being the start of a session, feel free to do so.

I might have missed this, but just for fluffily describing the weather and such, right now where are the northern and southern hemispheres of the planet in their respective seasonal cycles? (assuming Noventa has some axial tilt, but I kinda got the impression it does).
