It's definitely possible. If you start off with a species that starts with a 3 in a characteristic and 100 XP, and you use your Duty/Obigation to take 10 XP you can make it work. 30+40+40=110 XP

A species that starts with 3 in a one and 100 XP, which is a lot of them. Then you add 10 XP from Duty/Obligation for 110 starting XP.

Someone mentioned that you can get a human to 5 in one stat too if you apply all creation XP to just raising one stat.
